Tailoring Systems Engineering for Risk, Issues, and Opportunities

Tailoring in the context of the SE processes attempts to balance cost and schedule issues due to product/system integrity and the cost and schedule of performing the degree of formality. Bill will provide good practice and examples of tailoring SE to reduce Risks and Issues and increase Opportunities. Also discussed will be three development approaches impact on tailoring: This one-day course begins with an overview of tailoring and Risk, Issues and Opportunities for Portfolios, Programs, and Projects. Bill will discuss Acquirer and Supplier roles, Acquisition Strategy and Planning SE over the system(s) life cycle. It will use relevant references from INCOSE, PMI and DoD. Topics related to tailoring include: How to tailor the key parts of the SE processes formality for impact on Risk, Issues and Opportunities How to make System planning for real and incremental adjusted for fit, flexibility, and agility How to fuse and connect SE sub-disciplines and tools for greater efficiency, and effectiveness Introduction of key terms and concepts and extreme examples SE Planning per development approach for agility, flexibility, and Acquisition Strategy Risk, Issues, and Opportunities Tailoring Factors and Domains SE Process fusion and SE tools Bill Fournier is an Acquisition Systems Engineer currently working on independent verification and validation (IV&V), tailoring, and risk management. He has been working, teaching in System Engineering and Project Management for over 40 years in DoD and IC. Bill is a subject matter expert on SE planning, verification, technical reviews, configuration management, and risk management. He has done speeches and classes at multiple INCOSE chapters on Tailoring, Verification and Technical Reviews. Bill has experience working on night vision, countermine, missile defense, network, cyber, and IT systems. Mr. Fournier has a B.S. in Industrial Engineering and Operations Research from University of Massachusetts at Amherst and an MBA from Southern Illinois University at Edwardsville. He was a DAWIA level III in four functional areas: PM, SE, Manufacturing /Quality, and Business and Cost Estimating/Financial Management.
